Looks like the jbpm-installer distribution cannot download eclipse from the url present in the build.xml file, which is http://download.eclipse.org/technology/epp/downloads/release/helios/SR2/eclipse-java-helios-SR2-linux-gtk-x86_64.tar.gz http://download.eclipse.org/technology/epp/downloads/release/helios/SR2/eclipse-java-helios-SR2-linux-gtk-x86_64.tar.gz That url is no longer available.

By the way, why doesn't jbpm use a more recent version of Eclipse?

I fixed this by changing that URL within build.xml to "archive.eclipse.org". May not be the best method, but it was certainly easy.

You can put the url for the latest version. But its better if you download the package manually and copy it in the lib directory.
